Educator Licensure/ELIS Support
Regional Office of Education #33 issues, registers, and monitors teacher and administrator licenses. It also assists educators seeking a new license, new endorsement, or to re-license current credentials.

Substitute Teaching
Substitute Teachers
To qualify to be a substitute teacher in the state of Illinois you must:
- Hold a bachelor’s degree from a regionally accredited college or university.
-OR-
- Actively enrolled in an approved educator preparation program through a regionally accredited institution in Illinois and have completed at least 90 semester hours of coursework. Pre-Completion status must be indicated on your ELIS account.
Short-Term Substitutes
To qualify to be a short-term substitute teacher in the state of Illinois you must:
Hold an associate's degree from a regionally accredited college or university or have taken at least 60 college credit hours of coursework at 100 level or higher.
Complete a short-term substitute training course.
ROE #33 Substitute List
The ROE #33 Office keeps a regional substitute list that allows you to work for all 9 school districts in the ROE #33 region. To be added to our substitute list you must complete our regional list requirements including a physical form, a school request form, and a completed background check for our office.

Paraprofessionals
To qualify for the Paraprofessional License you must:
Hold a valid high school diploma or equivalent.
And have ONE of the following:
60 college credit hours of coursework from a regionally accredited college or university at 100 level or above
An associate degree from a regionally accredited college or university
Take and pass the ETS Paraprofessional Exam with a score of 460 or higher.
